If you are talking about "body" only, I'd go with the XTi, I love mine and when I got it I also bought a Tamron 18-250 macro zoom. About 6 months later I bought a 50mm lens for portrait work and a few months after that, a new 580EX II flash.
The Tamron zoom with Canon's 1.6 lens coupler equates to a 28-400 zoom, awesome color rendition. After the purchase of my lens (and XTi) I read a review in a photo mag. and they gave it a great review … stars all the way across the board.

for that kind of budget, it fits to CAnon EOS XTI/400D..
try to save more and invest it to Canon EOS 450D/XSI..
