sony vegas: how to achieve this effect?

I was looking at that video earlier: and i want to replicate the effect at 00:09 seconds: the glitchy slow down effect?
any one know how to do tht on sony vegas 8?

    you strongly need to cut the video parts you want to add this effect to, so add all effects before you do this, it makes all video parts like each other. after you did it all cut(split begin and end of video) the area you want to add(you can use Ctrl+X and then Ctrl+V to make this split easer) right click on the video and choose properties, from video event tab change under sample rate to 0.1 . every thing is OK now. you can also change this number to rich the exact output you want.
